St. Kitts and Nevis (WINN): The chairman of the Development Control and Planning Board, Mr. Calvin Pemberton is explaining the legislation that governs infrastructure development in the Federation.

During the September 29 broadcast of Leadership Matters, Pemberton said the Development Control and Planning Act 2000 confers powers of control over the acquisition and development of land for planning purposes and for other matters connected to development.

He said under the Act, developers have a duty to use land with due regard for the wider interest of both present and future society as a whole and to maintain and improve the quality of the physical environment within which patterns of human settlement are situated.

Other provisions include:

  1. c) to assist in the orderly, efficient and equitable planning, allocation, and development of the resources of Saint Christopher taking into account all relevant social, economic, and environmental factors

(d) to achieve orderly, economical, and beneficial development and use of land and patterns of human settlement;

(e) to provide for the orderly subdivision of land and the provision of services in relation to the subdivision;

(f) to facilitate a process whereby people participate in the development and planning of their communities so far as it is compatible with the public interest;

The act also protects and conserves the cultural heritage of Saint Christopher as it finds expression in the natural and the development of the environment.
